Resort bases not working

Resort bases not working

i built one on my home colony, it has a 78% scenery bonus and another one a volcanic world with a 46% bonus

their not generating any money at all, i put everything it told me to put but none of my passenger ships are traveling to the resort bases

In the empire policy screen you might have to turn on engage in tourism with a high priority. Some races have it low or off by default...
