How is this done? I need more playing as the North. Has it been implemented as a regional decision? Thanks!

Hit F3, or in the Strategic Atlas click on the 'Various' tab, this will take you to the page where you may increase both your rail and river pools (as well as other items, but why spoil the fun). Once you use it, you'll have to wait for it to become available again - roughly 6 months.
