Aircraft not flying over neutral countries

Aircraft not flying over neutral countries

I wanted to make sure that I am interpreting what I am seeing correctly. My combined air unit of Fighter II, Level Bomber II, and DiveBomber II will not lauch a strike on an enemy stack that is only 6 hexes away in a straight line. In between the two stacks a neutral country has a three hex wide swath. If I were to count hexes going around the neutral country it comes up to 12 and thus out of range.

I just wanted to confirm this is the reason, I don't think I have run into this issue before.

Correct: you must either be allied or at war with another regime in order to overfly that regime's land area.
