Conquest of territory

Why taking control of Rabaul is not enough to conquest New Britain (see attached file)?

If I well understood the RAC, it is a stand-alone territory and Rabaul is its only port. Do I miss something?

Note that Rabaul was took the turn before, so the conquest step was done...

New Britain is actually part of the Territory of New Guinea. Capturing the minor ports Wewak and Lae should do the trick.
