Vichy France Convoy Issue

I think I might have found another bug:

In the screenshot below, Italy is receiving its resource from Sardinia for production just fine.
The problem is that Italy has no convoys in the Italian Coast or Western Med. Sea Zones.

The production planning screen shows that the Sardinian resources is being convoyed through the Western Med.
Vichy France has convoys there, but Vichy has neutral relations with all major powers. UK is at war with Italy.

I am using the latest beta game version 1.2.1.2.

This is a bug right? If Vichy is neutral, then her convoys can't be used to transport Italian resources.
Or am I missing something?

Yes, Vichy is neutral. It's stated so in relations. If not, it would have said otherwise. So it's a bug.
