Do roads matter in cities?

MR in my Berlin map thread made a point about having too many roads might screw with AI pathfinding. I am under the impression that urban terrain is classed as road terrain already, so does having a road over the top of it alter the terrain and the AI's thinking at all?

A bit. Rural and Urban are assumed to have roads and have a mobility based on that. The "major" roads are the highways, autobahns, etc. that cut through the surface streets. A road on a rural or urban terrain will lower the mobility hindrance a small amount.

Just to get things clear: is the path finding affected by the mobility hindrance values, or by the "road" tag? Or both?
If path finding relies on the mobility hindrance values, Plodder could continue his original design placing (too) many roads, and just increase the mobility values in some of the hexes to avoid the "problem".

Pathing is done based on the mobility hindrance of a hex to which a road lowers the base value of the terrain underneath.
