It is weird to have Waffen SS subordinating to OKH. Is it allowed in the game of Waffen SS to be Type 1 HQ?

Think GHQ had operational command & responsibility for logistics, but SS HQ certainly influenced (not controlled) events. Think at some time ('44?) there was an unusual concentration of SS forces.
