TOE setting

TOE setting

I have just started a new 1943 campaign game as Axis and I notice that many Axis units do not have the link in the unit display to allow the player to alter TOE settings. So the TOE for these units is permanently set to one, usually low, value.

What is the reason for this ? Is their some other way I can change the TOE setting for these units ?

Many units started locked in placed for some turns, you should be amle to change MaxTOE once they are unlocked.
