1.9.5.5 Resources generation bug

I've modded resources.txt file, dropped it into customization/my folder.

My resources.txt test file has, for example - following lines which are setting 8 guaranteed resources on continental planets/moons:

14, Gold, 14, 5.0, 0, 0, N, Y, 0, 0, 0, 0, 1.0, 0.99, 1.0,
15, Iridium, 15, 5.0, 0, 0, N, N, 0, 0, 0, 0, 1.0, 0.99, 1.0,
16, Polymer, 16, 5.0, 0, 0, N, Y, 0.3, 0,0, 0, 1.0, 0.99, 1.0,
17, Carbon Fibre, 17, 5.0, 0, 0, N, Y, 0.3, 0, 0, 0, 1.0, 0.99, 1.0,

So, when I start the new game - DW:U should, in theory, generate 8 resources mentioned above with 100% certainty (1.0) on every continental planet/moon with an abundance of each and every one of these resources between 99% (0.99) and 100% (1.0).

There is no chance to generate any other kind of resources on continental moon/planets (see - resources.txt file)

However, what the game does in practice is that it generates between 6 and 8 resources on my home planet with abundance around 20-30% (mostly.. sometimes it's 99%-100%, as it should..) and 5 out of 8 resources on every other continental moon/planet (mostly 99%/100%, but sometimes the game puts between 20 and 30% of (for instance) polymer, etc. on these moons/planets).

This is just an example. The same problem occurs, when it comes to gas giants, asteroids, barren rock moons, etc.

Is it a bug or am I doing something wrong?

The bug still occurs in 1.9.5.5 official patch.

All of these resources should have an abundance between 99% and 100% and all planets/moon should've 8 resources (except the gas giants, which should have 6 guaranteed gas resources)

Examples (from a custom game) :

1. 6 resources available (correct amount - see resources.txt that has been attached to the previous post), however - you can see that there is only 79% of Caslon and 24% Helium (both should be between 99% and 100%)

2. There should be 8 resources, there are only 5. And Nekros Stone is at 15% (again, it should be between 99% and 100%)

3. 8 resources has been defined in resources.txt file for barren rock moon (same rule). There are only 5 being generated. Lead is at 19%, should be between 99% and 100%

4. And the last example. Correct abundance of resources (all of them are between 99% and 100%).

However - their number is yet again, wrong. There are only 5 of them out of 8 that should've been generated.
