Evacuation by sea?

Evacuation by sea?

I have some units trapped on a shore hex that I want to evacuate by transports. The rules seem to indicate you don't need a port to land or evacuate.
But I can't get my naval units to move in to the coastal hex, I get a message saying "NAVY cannot move out of sea"
How does one evacuate units via naval transport if the units are not in a port?

Place the ship next to the land unit and press load and you can load up units from neighbouring hexes iirc.
