How to Automate Characters

So I turned off Character Automation to transfer a Ship Captain. How do you turn it back on? There is nothing in the Empire Policy except for the spies which is still set the way I had it at Suggest. I've looked everywhere I can think of.

Main menu, options or in game ESC, options.
