Too many characters

In order to randomize the order of my characters appearing, I put '?' as the first number on each line for each character.

Effect is to suddenly give me lots of characters initially, on my homeworld, instead of a couple of agents and a leader (usual setup)

Number of characters was 17 last time I tried it. Is this a bug?
