Would production improved by making them normal?

Relatively high build cost for Axis units is due to not proportionally high elements cost.
Would German production (AFV & non-AFV) be improved by making them normal?

Elements with build cost 9999 will never be produced(WAD). In this particular case it should probably simulate the captured equipment.

Yeah, 9999 was used to represent items that should not be produced, throwing off build costs of units calculations (and preventing from getting proper amount of ARM through scrapping).
Version 1.08 allows to get rid of build cost 9999 by introducing production flag (normal, no-autobuild and lend-lease) and giving captured items proper build cost.

Is it intent to weaken the Axis unit gradually?

No, it was simply to prevent building those items by the on demand system. The loss of arm from scrapping was negligible.
