1) You can't use rail if enemy is nearby
2) Disconnected from the rail grid for whatever reason, most likely a partisan unit there (no shown by adjacent HQs or airbases). Check Battle report for Partisan attack in this area and move a combat unit to a nearby hex (not in any of these hexes as this may trigger some surprise effect/attack)

it seem that the connection is not made for Gorlovka
you will have to go behind airbase or by your army HQ

There's no rail status showing for these hexes so some enemy must be controlling this hex. But you can't see it without having a combat unit nearby.

Requirement is continuous rail line hexes. You need to repair one of these:

Is it not allowed to build if it is not continuous from railhead?
Based on the example given, where does it count from the 4 hexes limit?
Unfortunately, the game is not saved. Didn't know how far the railhead built.
