Purpose(s) of null units?

Why waste APs to create null unit(s) in contact with enemy?

AFAIK such units force an approaching unit to "stop" before contacting the unit beyond the null unit. Sometimes AI has misrepresented the value of the unit and it turns out to have combat value. Possibly initiates fortifications. Think this is a technique only available to AI.
