Supply Bug - Riyadh, Saudi Arabia - v. 1.1.8.2

I am using the beta patch 1.1.8.2. and I think I found another supply bug:

In the attached file the Commonwealth has completely conquered Saudi Arabia. Riyadh is not providing supply to the Commonwealth division located in the capital city.

I dont think this is a bug, because it makes sense, the capital, in order to provide supply to CW units would have to also provide a rail/sea supply path back to a primary source. Riyadh cannot since its in the middle of the desert.
