Being DBs will these a/c operate fully from a level 2 a/f. Second question, even it they do is it worth it.

As ground attack aircraft, I'm doubtful. Mid/late war Allied AA tears dive bombers apart and in China, where its usually possible to level bomb at 10,000 ft with little to no AA fire both Ki-49 and Ki-21 do the job better, and have better operational range. They could work as IJAAF's anti-shipping dive bombers though, built in small numbers. Unfortunately the Ki-48-IIa doesnt upgrade to either one of them.

In a PDU ON game I'd build them. They can be very effective in anti-naval role. Armoured and with a bombload which is enough to sink any transport. After 1943 the IJA needs to backup the IJN in the anti-naval role and these planes are the best the IJA gets until the KI-67-T
