How to speed up the delivery?

Have you checked the "transit" pool vs the "active" pool? At least this should show what is currently enroute.

However, I do not have any idea how long the replacements are kept in the "transit" pool before actually arriving at the unit. For some reason, I tended to assume they were in "transit" for 1 week (except for the Winter - which I believe replacements are significantly delayed).

None the less, this is an excellent question and I would love to hear the official answer.

Transit pool is only for elements returning from units. They are kept there to be unavailable for dispatch to other units on the turn they return. To "speed up delivery" you can only make sure your units are on refit, away from the enemy. Sometimes it's a matter of TOE mismatch that will block new types from being used by units and there is not much you can do, except waiting for new TOE.

Also location on a supplied rail line usually helps it to refit faster.
