Turn 25, december, reduced blizzard effect, 1.07.11. patch

I was really suprised, when I looked my troops. We are using the reduced blizzard effect, but it's seems the soviet troops power was really reduced.

It's a bug, or that is the new 41 winter rule?

What about the latest 1.7.13 beta patch, did you try that?

Don't worry about it. The Soviet CV is no longer doubled in the display. The effect is similar in that the Soviets will be generally be successful with roughly 1:2(ish) displayed CV as long as the numerical superiority is on the Soviet side.
