[486] Torpedo Homing but not Attacking

Scenario: Custom

Issue: Spica PT launches TP611 torps against a Krivak FFG and is subsequently sunk by Silex. Torps continue to close on Krivak and when they reach it circle as though to attack. I'm not sure if the TP611 needs command guidance or how it is sensing the Krivak.

Not sure they had that capability either so need to take a look.
