Scenario design help question

Hi all,

Merry Christmas!!

I'm in the process of creating a WestPac scenario. It's set in 1985, and the problem I'm encountering is I have a whole heap of units I'd like to include that:
1) aren't currently in either DB;
2) they aren't in the DB3000 but in CWDB, or vice-versa;
3) I have a lot of "upgraded" or fictional units that I want to include but can't alter using the editor (e.g. nuclear-powered Kuznetzov, Iowa, Sverdlov, etc)
I could change the year to 1979, but then I'd miss out on all the cool platforms like Kirov, Ticonderoga, et al. I could just work with DB3000 then I can't include the "cannon fodder" or otherwise interesting units (CAG, CLG, et al).
I've been working on this for some time, and I want to publish it as I envision it. How can I proceed?
