Difference between Tarmac and Runway

In Command scen editor what is the difference between tarmac and runway. Or more precisely what is a tarmac in command? Tarmac as I understand is tar like concoction similar to asphalt, but almost all airports use concrete for their apron and runway. Also what purpose does having one at your airfield serve.

A tarmac is not referring to what it is made of. It is hard-ground parking for aircraft, so tarmacs, a/c shelters, hangars... all would be places to "hold" a/c. I am not sure how realistically it is modeled, have not really looked or tested, but tarmac-parked aircraft should realistically be less well protected than those in hardened shelters, etc, as they are essentially outside, just parked in the open.
