Race automated troop recruitment

Has anyone ever noticed how races with strong infantry, such as the Boskara and Dhayut, don't recruit as many troops when recruitment is automated as races with weaker infantry like the Ackdarians or Gizureans? Do the stronger troops have a higher maintenance cost and the AI is compensating for that by recruiting less, or does the AI only recruit up to a certain amount of troop strength?

It should not.The policy files for all races are equal.

I didn't think to look at those, thanks. It's still a bit weird that while playing as the Boskara the AI only recruits five Boskara troops on your starting planet, while playing as the Ackdarians the AI will recruit a whole army. Guess I'll just have to bite the bullet and recruit more Boskara manually.
