Check experience level of the ship crew. Also the DC might work on subs, but the ship has to have the capability to find the sub.[;)]

I would think that being in a harbor just random dropping of charges would have a chance of a hit. I have a couple of separate tf running ASW

A chance? Sure, a really tiny chance.

Do the ASW ships have ASW weapons loaded? Loading DCs takes certain conditions.

And in a tiny port you will really appreciate having an AG or two around (took me half a year to realize that one!)

And no matter the ships in the harbor, you need air patrols to raise the DL of the subs. Low DL means no attacks. If he is homesteading your harbors set both your ASW and patrol bombers to zero range. You will get lots of air attacks and the DL will skyrocket, causing you surface vessels to react and attack.

Keep in mind, too, that the sub crew probably isn't stupid enough to loiter in the harbor after launching an attack. The hex is 40NM (46SM) across, lots of area for the sub to go hide in.
