Move the BEF unto the TRS (including an HQ) into the North Sea.

Next impulse (land), move first Gort and than maximum 2 other units (since Gort's Reorganisation value is two) into France.

You can put as many units into France, as the reorganisation value of the HQ's you've got in France (HQ's are excluded from this calculation, however naval and air units are included).

After landing Gort and the 2 other units can you transport Gort out of the country and leave the 2 corps or does the HQ always have to stay on foreign soil in order to fulfill the foreign troop commitment?

You can move Gort out of France in later impulses. He doesn't need to stay in France for the FTC rules...

but not very smart ..

if you move them into Belgium or somewhere else. then those units can´t move back into france. so they are destroyed if retreated or scattered

so you should always have enough HQ for the units you have. (or the units you don´t want to sacrifice)

a BEF in France will almost always sacrifice some units doing the evacuation
the wif rulebook is my bible

I work hard, not smart.

And as long as you plan to stay in France with BEF I recommend that you have at least one HQ there for supply and reorganization purposes.
