Is This A Bug?

In the Pegasis satellite program, both the rocket and the satellite are rated about 70-80% reliability, yet the reliability when starting the mission showed 39%. Is this a bug or am I missing something?

Did you research both components up to the 70-80%? I haven't seen that problem with the Pegasis.
