Do naval squadrons always disappear after one bombardment?

No, but its needed to be tunned.
Change this in GameLogic file, in Settings folder.

bmbMaxHitsDoneByLand = 10
instead of
bmbMaxHitsDoneByLand = 50

50 is excesive.
Will be changed in future patch.
