Anti Supply Filter

I have looked for a definitive explanation to the red numbers in the hex for anti supply; could anyone give me a explanation of them and how they are calculated and how they work exactly? That is, what contributes to them and how I can mitigate them? Thank you in advance. Excellent game Vic, I can't wait for the next one!
