Double paying for SUs as soviet

From what I can tell, one cannot create SUs directly in a soviet corps unit such as Rifle, Cavalry or Tank Corps. Even though the corps unit's detail window shows "ASSIGN/FORM", if you click on that, you only get to assign SUs that are up the chain of command, but not create new ones (the "FORM" is misleading). So you need to create SUs at a higher level, (such as Army), where you pay 1AP, and then you have to pay another 1AP to attach it to the corps unit. So you end up being double taxed. Or am I missing something?

you are quite right.

the advantage though is that with more control over the production routine, you can generate a set of SUs that meet your needs and can tailor to Inf/Cav/Arm-Mech Corps. Much more than the German who has to work with a preset suite of SUs
