Is it just me or do the planes chase despite ROE?

Is it just me or do the planes chase despite ROE?

So despite putting strict ROEs on my aircraft to NOT chase outside the reference point, they still do, often going straight for enemy airbases to kill enemy air.

Is there something im missing here?

Do I need to put restriction zones on enemy airbases for my planes not to fly over them?

Yes sorry, I didnt see it come up so I thought it was lost and did a rewrite.
