Ship Endurance value decreases - yet still at 100%?

I noticed this happen a few times earlier in the game (Japan vs. AI), but always assumed it was an artifact associated with updating from one Beta to another. However that definitely wasn't true in this case (the before and after turns are both v1123p2).

In the attachment below, there's a four ship cargo TF in Muntok being used to refuel Baby KB via "Replenish at Sea" (it contains a couple of BBs, and thus the whole TF can't be directed to refuel in Palembang). Anyway, if pull DMS W-2 out of the cargo TF and replenish it, you'll see that it's at 3000 when Endurance is 100%.

By the next turn (appended in the following post), the Cargo TF is back in Palembang and has been disbanded. Now when you look at DMS W-2, the 100% Endurance value is 2996. You can add it to a TF and try to replenish, but it will not return to 3000. The same issue hit another ship from that TF, AV Sanyo Maru. You can do the same before and after check, and will see that the 100% Endurance value has also dropped.

This is due to small fuel/endurance usage - endurance used is less than 1 unit of fuel. A ship can be at 100% fuel, but loses some endurance while sitting in TF.
Putting it back into port or disbanding should reset the endurance.

Putting it back into port or disbanding should reset the endurance.

In the second file, the ship is disbanded and sitting in port, but the endurance doesn't return to 3000 when you put it into a new TF. Does it have to stay in port for a full turn in order for the endurance to "re-set"?

I mean it should reset the endurance. It wasn't.
