Meaning of Numbers on Enemy Units

I know this is a newbie question, but what is the meaning of the two numbers separated by an equal sign on an enemy unit. I was assuming they were CV and MP as on friendly units, but that doesn't seem to be true. I can't find anything in the manual (although admittedly I'm skimming a 300+ page manual online).

Can anyone please help this newbie?

The first is always (offensive) CV. The second one after the equality sign is the modified defensive CV.

Thank you, that's helpful. And it explains why I was bouncing off Soviet units that I thought had a 4 CV but actually have a 12 defensive CV!
