Energy to Fuel converter

Anyone know how it works ?

I play a game with max. tech and thougt lets try this thing on the big patroling cruiser. Ok its a very big module for that room i could add alot Fuel cells but i want to try it out.

First i notice it don't use any static energy or other energy, curious.

After i watched the cruiser for a while i notice the fuel goes down. So i stoped the auto. mode and let the ship be idle for a while so it don't use any fuel.
But the fuel don't get replenished.
There is no option to start the conversation.

Anyone got an idea ?

Update:
OK, i found it out.
I redesign the Cruiser with 1 cargo bay, and the Converter generate slowly fuel gas (Hydrogen and Caslon).
