Is the author of ETO still on the Board? Found a problem and wanted to ask if it was on purpose....
basically if you research Italian war footing to 75 or Axis allied war footing to 90 it eliminates almost all your infantry capability to produce as Germany.
Wonder if there will be a similar problem on the allied side.
It is old but I really like this scenario.

I looked in the game and can find no reason for what happened. There is nothing in the event, nothing in research or SFT or item. I did modify the starting war footing of Italy but the event doesn't mention the starting footing at all just a check so that if you go over 100 it sets it to 100.
How would I check the production? Basically war footing does 2 things, it increases your combat capabilities and your production capabilities. When I researched it the last time it stated it had canceled 39 production lines. Only noticed the Infantry and vehicle lines being effected. All I can make is elite infantry horses and one other. And all the vehicles I can make are trains and trucks. The vehicles all fall under the AXIS line did not run it to see if it effected allies too. The Infantry are not specific to the AXIS TECH.

May have figured it out. My manpower is real low, maybe when I did the production upgrade it canceled all the stuff I had no manpower for.

It looks like the US And Allies are ok, as are the Germans except in winter. It takes almost all your production to supply your army in winter months as England France and Germany.
The Soviets are a basket case, they do not have enough production to supply their starting armies with out shutting down all production, which won't work as you need PP to advance your level of readiness and troops to replace your losses.
The allied lend lease through Persia is one truck one train and one aircraft. Haven't seen what production lend lease does. But it will have to go through German subs to reach the Soviets.
I can not be trusted to change it as I prefer bigger everything )
But what I did is change Moscow, Leningrad and Sevastopol to major capitols, made Stalingrad a capitol and changed a few towns to cities. The rearward towns not close to the front.

Now I am real confused. I made lend lease and shipped it to the lend lease hqs. Then ran the Soviet Turn, no way to get the lend lease.
Can't find any instructions on how it is supposed to work. With the card lend lease you play the card with Political Points and the next Soviet turn the items appear in the Soviet Union.
With regular lend lease you use production from your cities and I assume ship the created lend lease to the lend lease island Hqs. But no way to deliver to the Soviets.

Ok lend lease works this way. The allies build lend lease with production, they ship it to the Murmansk convoy hqs and on the next Allied turn it is converted to supplies and delivered to the Soviets.

Hey Guys,
I'm lurking around but really haven't been checking the board regularly. I don't currently have any plans for Development on ETO.....so anyone that wants to is free to take a crack at it.
The Development I had thought about doing for it was way more involved then I can currently commit my time for.
I'm glad it still holds enough interest for someone to be playing it. If my schedule allows (maybe in Winter). I might try to start up a game with the current version and refresh my memory about where it stands.
Inability to produce units are almost always due to low manpower issues. The reports of available manpower are a little off I think, due to the order in the preturn that they get generated. So if you are close to no manpower and try to produce alot of units you might find production unavailble next turn....it should come back the following turn after you've regained some manpower.
Lend Lease works basicaly as you've discovered. If you ship Lend Lease SFT's to the Allied Off-Load port near Murmansk, the following turn they will convert to Soviet supplies in the nearest Soviet HQ to Murmansk. Of course that HQ's own subordinate units eat supplies, so what you are really doing is saving supplies in Stavaka as long as the Murmansk HQ is subordinate to it and can trace a line of supply. If you supply enough Lend Lease it will also be converted into Fighters, Trucks, Trains and Tanks....upto a maximum of 2 per turn I think. Those SFT's will be either Level 1 or Level 2 Allied tech ones. So it can be a good way to sneak a little bit more advanced SFT's into the Soviet Force pool early on...but still no match for the equivalent Axis Units.
There is also an Action Card that allows the Allied player to send the Soviets Lend Lease directly through Persia into the Soviet HQ in the Caucaus. This can't be intercepted but it can only be played once per turn...and isn't availble anymore if the Axis occupy Aden.
In regards balance....there has been alot of tweaking that was done with it. I think the Western Allies vs Germans is pretty good.....getting the Soviets right has been a real pain and I'm still not sure that I'm there yet. Early on, the Western Allies are going to be pinched for Production due to low war footing. If you start raising thier war footing, you should find yourself in much better shape producing and supplying armies.
On the Soviet side...they start out barely able to supply thier very large army and very pinched for Production. So in dire straits during the initial German invasion...and though there territory is vast, they are going to get driven back hard. If they can manage to hang on though, they've got a bunch of sleazes that can help them out. The get thier East Asian reserves which is a large Army, Free PP's and alot of supplies when Pearl Harbor occurs. In Jan '42, they also get thier Reorginization Event which gives them 3 more large armies, alot of free PP's and a ton of supplies on the Eastern map edge. They also get a smaller number of advanced units in Moscow, Stalingrad and Lenningrad if they hold them.
The idea behind this was to simulate the horrible state the Soviets were in during the initial invasion then give them a boost of fresh forces which they could use to come back with. Basicaly it was a contest to see how much the Soviets could delay and salvage during the initial German attack and how much they could bleed the Axis forces. If the Soviets pulled this off well enough, then the big boost of forces they got in Winter '42 would be enough to start regaining ground.....if not and they were too far gone by that point, the Axis momentem would just keep on rolling them back despite the fresh forces.
I'm not sure whether I got the balance of that right or not in the last version. Each version I was tweak the Soviets up a bit to see if the balance felt about right. I never got the chance to play-test the last tweak made.
