As for the game, AU Tiger-there are downsides to all the mods, every bit like there are issues with the standard stock scenarios. I strongly advise you discern the specifics of the mod you are considering and get consensus about the limitations of same.
For myself, I do not play mods.

Not really as it involves a lot work and knowledge to make a satisfactory and playable scenario. Hence why although many here complain about existing scenarios or plead for more scenarios, they don't actually get around to making one themselves.
In any case you would need to be more specific about what you mean about "modding" as that term has a very expansive meaning.
1. If you mean just taking an existing scenario and tinkering with some of the data, then read the editor manual document provided with the game.
2. If starting from scratch or adjusting AI objectives, read this thread which outlines how to go about writing the AI scripts.

3. In all case familiarise yourself with the Scenario and Modders sub-forum. Several long thread there discuss on going mod projects.
