crossing the rhine problem

I have played the crossing the Rhine twice. I have captured all the flags and white spaces and the scenario will not end with a triumph. I all get a victory condition the end.

I believe you also have to use those non-core strategic bombers to cause flags to turn white. You'll get a message when you have turned enough.
