Coast watchers are in enemy controlled hexes. You will get reports of enemy search planes and such over empty dot bases that are in your possession. You also get weather reports and detection levels.

But if my ships move to the next hex of an dot, does it increase the detection level without planes etc? I guess, if it is counted as an enemy hex..

If it's an unoccupied enemy dot hex, you will not be detected by it. If you're in the hex, presumably the dot base will quickly be yours, otherwise why would you be there? Now if you land troops in an adjacent hex I don't know if they will be detected, but why would you do that when there's an unoccupied base hex you can take? Some players have house rules that prohibit landing troops in a non base hex, I have mixed feelings about that, and certainly you should be able to evacuate troops and equipment if you have beaching craft (for the heavy equipment. If you were talking about an adjacent all sea hex, there's no detection by a base, and they cannot be owned anyhow.

An enemy port is never safe regardless of whether or not it's occupied. Don't do it. I'm not just talking about detection levels. Many players say don't even do it when you're covering an amphibious landing. Anyways, there could easily be a minefield there, mobile minefields (SSXs) and any non friendly base coastal hex is hazardous due to potential groundings etc. that cause flotation damage, sometimes severe. Don't want that happening to your CVs, do you?

But what about moving carriers or any ships next to an enemy dot (not base, but I guess dots are bases now), where there is deep water, my dear lizard :D!?

You're a very chatty fellow, you know? Can your wife ever get you to shut up? [:D] An adjacent all sea hex is perfect, unless you're worried about some BBs trying to track down your CVs at night. Good thing to keep in mind.

Just watch an Ingmar Bergman film. "Fast and Furious"? He should have named some of his "Slow and Taciturn". Sans dialog, mostly the actors would just stare off into space or at blank walls and the film was mostly about the subtle eyebrow movements they made (if you just waited long enough for them to do one).
