Units surrounded

Of course every unit will be "surrounded" if all hexes around them are occupied by the enemy but what if not and I get this notification? When does this happen? Not all hex-sides are owned by me. More AV by some ratio? More units?

It means they are surrounded within the hex and have no re-supply or retreat route.

Now they'll fight harder with nowhere to run to if they're Japanese. The Allies will surrender.

My experience is when there is no (or very little) supply and Disruption and Morale get very high. So this represents the unit no longer has any will left to fight so surrender instead. It can also occure if there is no supply path as well. his happens a lot on the islands where the major port is captured and the path to another port is unavailable or too long to reach the units.
