So is this like the first game, in that allies can't stack or attack together? I'm talking about Time of Fury!

No stacking - only merging, splitting, upgrading.

The Allies can't attack in the same turn as every country act as separate entity, however you are receiving modifier for adjacent allied units.

Time of fury is one of the best games to get if you like to mod. I have spent weeks getting every german corps that ever was into this game. I added over a 100 german commanders to this game.
