Combining Soviet Airborne Brigades

I know that you can combine 3 Russian airborne brigades to create a Guards Rifle Division in June/July 42 but I remember reading that if you wait until 43 you can combine the airborne brigades & get Guards Airborne divisions instead. If this is correct what month will they become available?
