Ok, I'm making progress, but ...

Does it mean the architect's blue print is complete? What comes next?

bleprint means that parts of ship are curently designed and unit is in pipeline (preparation to start actual construction), in game terms it means it take no resources to build, but cant be accelarated/stoped, it can be only stoped/accelaredt once it reach keel laid stadium (queued/building).
