Lord Vansittart was chancellor of the exchequer in the 19th century. The destroyer was named after the first ship which, I believe, retained her name when she was taken up by the Royal Navy.

Not really. Most of it are exclamations of amazement and praise for the pilot. The one you posted where the crane drops a tank (or somesuch) had much more creative verbiage. They do keep mentioning something about it being "1979 technology". Not sure if theyre referring to whatever they pulled the engine off of or the design.
