Empire Proximity (Broken Feature)

When selecting Nearby for another empire, it will 9 times out of 10 place the empire at an average distance rather than nearby. I've tested this about 37 times now, trying to get a decent start location where i am relatively close to the Xhumans(renamed to Novans).
Occasionally, probably about half of the other 1 time out of 10 percentage you will see them on the opposite side of the galaxy from you.

Seems broken.

Edit: So i did a little experiment, and it turns out that same system is broken as well. 100% of 15 attempts so far, where the Novans have NOT started in my system, and are in fact starting "near by". How can things like this go unnoticed and unfixed?
