GD 1938 - very late beta

GD 1938 has gone to very late beta.

Some bugs have been fixed, and seacap has been made easier (that is it costs less now).

Version 1.25 has not been playtested, so feel free to come with comments if you find any bugs...

GD 1938 has been updated to v.1.29

* An annoying bug that caused the message to repeat that the "USA can now declare war on everyone", has been found and corrected.
* The research branch espionage has been removed.
* The map now comes with labels, for each location, except fortifications and the like.
* The Axis no longer shares recon with their allies, the allies do. Soviet Union is considered an ally if it is allied to any of the allies.
