8th HU Brdr Guard Bde

Why is the 8th HU Brdr Guard Bde assigned to VIII Hun. Corps while it is de-activate and not allowed to move?

It just seems strange that the VIII Hun. Corps is active and has the 1st Hun. Mountain Brigade (active) assigned, but is forced to maintain control over some de-active security remnant some 50 hexes away in Hungary.

I really think the 8th HU Brdr Guard Bde should be assigned to the Hungarian High Command or some other HQ stationed in Hungary.
