I am an Allied player and I can turn them off and on as I stated above. You do not need to change file names or anything like that, but that would also work.
I'll take another swing before I do the file renaming.

I just re-tested and I think I see the confusion here. I'm talking about the grey hexes which are controled by the set-up screen toggle, not the bright, colored hex-side overlay. That can be turned on and off. The hexes themselves are either on or off from the start and can't be changed once the game starts.
This is a screen shot of what the Allies see on their first turn when they open the Preferences tab on the tool bar. They, like the Japanese, can turn hex side details on and off whenever they want. But they have no control over whether grey hexes show, or open, blue ocean shows when hex side detail is off. That is only settable in the initial set-up by the Japanese player.

Read again what I typed above. I have modified it a bit here.
I turned them off in my PBEM game. I started the PROGRAM, set my preference to no hexes, closed the PROGRAM out and then restarted and then loaded the turn and the hexes were off. I think they would stay that way.
Do NOT load the game turn until you have reset your preferences and closed the program( you get a message when you change your preference for hex/no hex).

I'll try that. Misread. Relabeling them is possible, but it's tedious.

That worked. I was doing the testbed game going back and forth between players without de-booting and re-launching, and only looking for a way to change hex display from the tool bar while inside the turn. The toggle works at the beginning of each turn process for each player on a fresh game load. Or, I can turn them on for a turn where I think I need to count ranges, and leave them off for pedestrian turns.

Still mulling that. A huge time sink. (I never use three words when thirty will do.) And do I want to show my underwear as I get my head handed to me? My own AAR activity is as follows:
- I open a text editor when I do the turn. You might use Notepad, whatever you like.
- After the combat replay, I review the report files (event, then operations, then combat). When I do this, I make notes/comments in the text editor for the AAR.
- I might find one or two more things to say for the AAR while I do the turn.
- I also try to snap one screen pic each turn for the AAR. Sometimes I annotate it, usually not.
When I email off the turn, I go to the AAR thread and paste in the post I made, upload the image and I'm done.
The point is that it takes minimal extra time and actually helps me think my way through the turn in a little more disciplined fashion.
