German Air HQ organization question

Now that I have four German army groups, I've moved air commands around a lot, and now I'm getting either zero air support at all (including interceptors of Soviet) or I'm only getting air interception.

I've assigned two Fliegerkorps to an Army Group (one to AGN, one to AGC).

I've got two Luftflotte attached to Army Group A
I've got one Luftflotte attached to Army Group South/Army Group B.

In the AGA/AGB Luftflotte I've mixed in the other Fliegerkorps

I can't figure out why the air support is terrible. Right now I'm staring at an airbase that has Ju-52s with 35% flown, and I'm trying to fly them 17 hexes to resupply. The cargo planes are attached to Luftflotte 2 (AGA) and the ground hex is occupied by units from AGA, but nothing will fly.

On the other hand, cargo planes and bombers from Army Group B's Luftflotte will go if I ask them to.

This aspect of the game has always been over-complicated to me. Can someone help me understand what is going on with this?

What is the relationship between an airfield directly assigned to a Luftflotte and an airfield assigned to a Fliegerkorps that is assigned to the same Luftflotte? They don't seem to want to cooperate.

Do you have Night Missions set to Yes for the Ju-52's? If so they can only fly air transport as their first mission of the turn and since they have 35% flown they would not be eligible.

Night missions were off for all aircraft.
Then I set them to on, just to be sure, and nothing changed.
Then I switched them to off, and nothing changed.

At present, I've identified enough 'user error' in my re-org that I can't say I was right in the past example(s). I'm still getting inconsistent results and will try to hone in on anything that appears consistent (and unexpected).

Okay, now I have my organizations well defined.

1.Fliegerkorps is assigned directly to Army Group North.
2. Fliegerkorps is assigned to Luftflotte 1; Luftflotte 1 is assigned directly to Army Group Center.

I have conducted ground attacks ONLY with Army Group North units.
I have fighters from 1.Fliegerkorps logging miles, but not the bombers. No bombers assigned to 1.Fliegerkorps have flown any miles at all.

In analyzing one of my few combats this turn, I see that 40 Ju-88 flew support to one of the Army Group North combats.
Since 1.Fliegerkorps (AGN) has zero Ju-88s attached anywhere, I did a little searching, and I'm seeing that 2.Fliegerkorps provided the Ju-88s for the combat. It is not possible to tell who provided the escorts (1.Fliegerkorps and 2.Fliegerkorps both have fighters with miles logged).

That sounds bug-worthy to me. To you, Elmo?
