more patrol/FP please

Is there any way to get more of thse airgroups online? i was planning on shipping all the FP squadrons out of japan and using them for ASW patrols but everyone of them are attached static commands so they are stuck in japan.

i then looked at any future airgroups that i get and there is precious few. is there no way to create more airgroups from A/C in the pool or even convert current airgroups to different types of aircraft?

No option of making new air units, no matter how many planes and pilots you have. Use Army medium bombers instead - they fall to pieces against Allied air defences but can kill subs.
