24cm Railway Gun

Under the 'Industry/Troop/Resource Pool tab available to the Japanese player there is a device about half way down called '24cm Railway Gun'. Its start production is 12/41.

I could only see it as hampering whatever unit had it on its TOE [X(]

Are there any Japanese units that are equipped with this rather small ( as railway guns go[:)] ) piece of artillery?

This is the "Schneider rail gun" imported from France - well before the war - and not in production in Japan.
It is used by the First Independent Artillery Company - up in Manchukuo - and the unit should only move
on a rail line. It is similar to the fixed, prototype 16 inch gun, intended for coast defense, actually emplaced
on the Russian border as a sort of fortification gun - and it did destroy a RR bridge in 1945 when the Russians
finally invaded. Similar insofar as it is a one off, heavy artillery piece in service with the IJA.

The Second Independent Gun Company has

2 24 cm Type 45 Howitzers [Already in the game, this is a motorized vice RR unit]
2 15 cm Type 96 Howitzers [Already in the game]
2 Twin 13 mm AA gun mountings
4 Motorized Support Squads

This is a motorized unit treated normally - not restricted to rail lines - but one might
realistically restrict it to primary roads.

The First Independent Gun Company has

1 24 cm Type 90 RR Gun (classified as an AFV for technical reasons)
4 Type 88 75mm AA guns
2 Twin 13 mm AA gun mountings
5 Motorized Support Squads

This unit is restricted to movement on a rail line (as all RHS rail units are)
and could realistically be restricted to using standard gage lines (found in
Manchukuo, Korea and North China). If forced to retreat off a rail line -
it may only elect to be static or return to that line - house rule.

The range of a Type 90 is 54,000 yards
its shell weighs 363 pounds.

IIRC, the Japanese had 24cm siege guns that they were planning to use on Hong Kong. When that city fell too quickly to need the guns, they were shipped over to the Philippines for the bombardment of Corregidor. (And took their sweet time getting into position.) Were these the howitzers or the railway guns?
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

There were not rail guns, but transported in peices with 10 trucks. They had to be 'installed' with a crane to help rebuild them when being set up from the packed transport condition. Hence why they were rarely used...with only a 10km range and needing so much heavy equipment to transport and unpack them, most battles ended before a chance to use them presented itself.
