Value of support elements within HQ's and conversion of support elements into infantry elements

In one of the last patches, the following rule was created regarding Air HQ's:

New Rule – Air HQ will share their support for ground elements at air bases under their control. Note: Air HQs have never provided support for aircraft at airbases under their control.


Maybe to clarify things a bit, do land HQ's (as in Front/Army Group all the way down to Corps) actually provide some support to units under their command?

On a slightly related matter, the Germans see support elements getting converted into infantry elements. But does this happen only to the Germans or is it allowed for the Axis minor allies as well? (Maybe the number indicated is an accumulation of German and allied changes?)

Support may be mentioned in other places in the manual, but I found this: 5.4.16 --- Unit Logistics Requirements: --- Excess support elements in HQ units are parceled out to attached combat and headquarters units in range based on the need of the units. These HQ unit support squad ground elements remain in the HQ units, but will provide benefits to units that are attached and the amount parceled out to attached units will be included in their total support listed for the unit.

AFAIK, support squad conversion happens for all nationalities.

Thanks! That way at least it makes sense to keep ground based HQ's at full strength since they will give relief, so to say, to other units. Regarding the support elements converting to infantry, that would mean that the number we see is essentially cumulative of all Axis armies.
